Zille eyes open land for housing

Mayor Helen Zille is to meet the Defence Ministry in two weeks in an attempt to secure the Wingfield naval base in Goodwood as land for housing in the city.

The city council wants to develop the site with an integrated range of housing and mixed-use development.

Plans have been stalled by a decision on relocating the base, which it is believed will cost about R276-million.

Peter Oscroft of the city's housing department told the council's housing committee on Monday that the SA Defence Force had said it did not have the resources to relocate, and the city could not fund the move either. The council committee agreed to defer any further discussion on the matter until this issue had been ironed out.

A progress report to the committee notes that the development of the Wingfield site is complicated by other major issues, including the alignment of a possible railway line across the site, the physical barrier of a 2.4m-high reinforced concrete security wall bisecting the land and the extremely high cost of providing bulk and link services to the site.

Wingfield has been the subject of a number of previous planning initiatives.

The council recently completed installing bulk water, sewerage and stormwater services to the perimeter of the site. - Cape Argus
