Cape Town - Protestors have accused the city of Cape Town of being in contempt of court because it has missed the deadline to ensure all the toilets in Makhaza are working. The City has responded saying some residents are preventing it from finishing the job. Many of the toilets now have concrete walls around them but some still have no access to piped water.
