IN a meeting held to address DA members in KwaNokuthula on November 21, provincial minister of housing Bonginkosi Madikizela said he was not aware of the recent handover of houses here, when national deputy minister of human settlements Zou Kota-Fredericks was the guest of honour.
Madikizela claimed he got wind of it only a day after the event. "When I asked Zou, she said she had been invited by Bitou mayor Lulama Mvimbi and had assumed that, as provincial housing minister, I had also been invited to hand over the houses."
He said this indicated the province was being undermined by Bitou Municipality, and that they did not enjoy a good working partnership, "which is against the government chain of work in the three spheres of national, provincial, and local municipalities".
Madikizela refuted accusations that the DA-ruled province did not care about Bitou because of its ANC majority rule, siting the fact that province gave Bitou Municipality a budget to build the houses in the first place. "This is our responsibility at provincial level," he said.
He explained that the Western Cape government did not decide who received houses, but only checked the names received from the various municipalities to ascertain which of these did not qualify according to criteria in this regard.
"We then take them off the list and send it back to the municipality, where the final decision on recipients of houses is made."
