The SA Human Rights Commission wishes to express its concern about some features of the recent service delivery-related protests.
The commission recognises the rights of any person to demonstrate in protest, but inherent in this right is the respect for the rule of law, the rights of others, and the spirit of the constitution. The constitution requires that the right be exercised in a peaceful manner.

The SA Human Rights Commission wishes to express its concern about some features of the recent service delivery-related protests.
The commission recognises the rights of any person to demonstrate in protest, but inherent in this right is the respect for the rule of law, the rights of others, and the spirit of the constitution. The constitution requires that the right be exercised in a peaceful manner.
Violence, the destruction of property and the threat to human life cannot be justified, irrespective of the circumstances.
The measures taken by law enforcement authorities must also conform to the principle of legality and be proportional in the circumstances. We appeal to all to exercise restraint.
The commission notes that many of the complaints appear to relate to ineffective delivery of services such as housing, water, and sanitation - all matters that fall within the broad scope of socio-economic rights.
Staff of the commission has started visiting the various affected communities. We expect to produce a report upon the conclusion of all such visits.
One of the key aims of the commission is to assist the communities and public bodies involved to identify points of difficulties on service delivery and in the realisation of the rights with due regard to the rule of law.
The commission will publish the results and recommendations of these visits and consult with all the roleplayers.
